What's the aim here?

Gee, those Santa Ana winds in the US must be brutal. I would say that our fire fighting resources, as in the Equipment now available, is the best we have ever had. Most fires now are predominantly fought from the air, or that is where the most impact comes from, and in cases like the Grampains fire just recently, most of it was inaccessible by Truck. But as good and as diverse as the Equipment is, something like the LA fires is just too powerful to control. I read today that the NSW government have changed a rule where Landholders are now allowed to use their own water on their own property to fight bushfires. Read the article in the "Other Ag Stuff" section below. Apparently, you needed a licence or permit to do so, and offenders would have faced two years in jail and fines of more than $1 million. So whatever this rule was beforehand was one that stunk of bureaucratic BS of the highest order. I mean, what is the aim here? If a fire starts, the aim is to get it out as quickly as possible. And it doesn't matter who; just get it out. This is modern-day bureaucratic nonsense gone completely wrong, and luckily, it has been reversed. Imagine going to jail or getting fined that much for trying to put out a fire by using your own water. And all this time, there are sex offenders and youth crime gangs roaming the streets doing what they like. Where is the balance between right and wrong here?
